SIGNIFICANT changes affecting shippers to/from Europe come into effect today and next month, carriers are reminding customers.
Hapag-Lloyd says that as previously communicated in its Import Customs System 2 (ICS2) Guidelines, the European Union is enforcing even stricter customs regulations. Starting 1 April, full compliance with Entry Summary Declarations (ENS) will be mandatory, with stricter enforcement.
“To comply with these EU-imposed requirements and to help you avoid disruptions, we are introducing the No Movement Reference Number (MRN) / No Load policy,” H-L said. Shipments without a valid MRN -from an ENS filing- cannot enter the EU. Containers lacking an ENS declaration and MRN won’t be loaded at origin.
“To ensure smooth processing and compliance with EU Customs, we have identified common errors that cause issues and delays:
- Missing or invalid EORI numbers
Issue: Missing/incorrect EORI numbers cause customs rejections.
Solution: Verify EORI number accuracy via the EU’s validation tool.
- Incorrect phone number format
Issue: Non-standard phone numbers with symbols or letters cause processing errors.
Solution: Use only digits and follow the required format.
- Unacceptable cargo HS codes and descriptions
Issue: Non-compliant cargo descriptions or HS codes delay customs clearance.
Solution: Verify them against the latest EU Customs guidelines to prevent rejections.
“To avoid shipment delays or cancellations, please submit all required details by the document deadline, and ensure all data is accurate, as errors may prevent MRN issuance, causing delays or cancellations,” H-L said.
Separately CMA CGM has advised of the implementation of a surcharge related to the extension of the Emission Control Area regulations to the Mediterranean region.
As part of the IMO’s ongoing efforts to reduce air pollution from ships and improve air quality, starting 1 May the Mediterranean Sea will be designated as an ECA, meaning stricter controls to limit sulphur emissions from ships operating in this zone.
“In compliance with these new regulations, CMA CGM will introduce a Low Sulphur Surcharge for all shipments transiting through the Mediterranean ECA zone. This surcharge covers the additional costs associated with using lower sulphur fuels and adopting other measures to meet the stringent environmental standards.
The LSS applies to all shipments entering, exiting or transiting through the Mediterranean ECA zone. By adhering to these regulations, we are contributing to a healthier and more sustainable future,” CMA CGM said.
